Dana Point Harbor is undergoing one of the most significant waterfront transformations in Southern California. The project is not a reinvention of the harbor, but a long-term modernization of how the waterfront functions, flows, and serves both residents and visitors.

Located within Dana Point Harbor, the redevelopment is introducing new infrastructure, updated public space, and a reimagined commercial environment designed to better connect the marina, the waterfront, and the surrounding community.

A Coordinated, Long-Term Redevelopment

The transformation is being delivered through a public-private partnership between OC Parks and Dana Point Harbor Partners, with total investment estimated at approximately $600 million.

Rather than a single-phase rebuild, the harbor is being completed in stages to maintain operations throughout construction. Each phase contributes to a broader goal of improving infrastructure while gradually reshaping the visitor and boating experience.

 

Core Components of the Plan

Marina Infrastructure
Modernization of docks, slips, and marine utilities to support long-term boating activity and improve operational efficiency.

Commercial Core Redesign
A restructuring of the waterfront retail and dining district with improved layout, stronger pedestrian connectivity, and updated coastal architecture.

Public Realm Improvements
Expanded open space, upgraded walkways, and improved access points designed to strengthen the connection between land and water.

 

Where the Project Stands Right Now

The harbor is currently in its most visible stage of transformation, where construction is no longer limited to planning or infrastructure preparation, but is actively reshaping the experience on the ground.

A key milestone already completed is the new parking structure, which improves access and supports both current visitation and future phases of redevelopment.

At the same time, Phase 3 of the Commercial Core is underway. This includes demolition, site preparation, and rebuilding of waterfront-facing retail and dining spaces that will define the next version of the harbor’s commercial district

Across the waterfront, circulation routes, pedestrian access points, and business footprints continue to shift as construction expands.

As construction continues through 2027, several milestones will define the next phase of the harbor’s transformation:

Visitor Experience During Construction

While the harbor remains fully open, the visitor experience is currently in transition.

Parking patterns, pedestrian routes, and access points may shift depending on active construction zones. Certain areas of the Commercial Core are also under redevelopment, which can temporarily change how visitors move through the waterfront.

Despite this, the marina, waterfront paths, and many businesses remain operational, and the harbor continues to function as a working coastal destination throughout construction.

Sentiment around the harbor is mixed but engaged.

Many recognize the need to modernize aging marina infrastructure and improve long-term functionality. At the same time, there is frustration around construction impacts such as parking limitations and shifting access routes during peak periods.

A recurring theme is balance—how to modernize the harbor while maintaining its coastal identity and relaxed maritime character.
